Local Budgets: The Road to Fiscal Federalism?

Abstract: Local government does not enjoy a long or sustained history in the Czech Republic, nor a contemporary one. After an interruption of more than fifty years, it was restored only in 1990. In the Czech Republic, as in countries with long-standing traditions of local government, the issue of the separation of powers between central and local governments is subject to extensive and never-ending discussion, as is revenue allocation.This article examines Czech local budgets? structural development from 1994 to 1998. It discusses the main features of and the adverse effects on local government revenue and debt vis-a-vis the central government?s grant system, which is dissimilarly perceived by local governments, particularly as regards needs. Issues of local-budget transparency and accountability are also addressed in this article.
